Update to current spec's rules for handling malformed media queries (the "Malformed media query" bullet in 3.1 (Error Handling).

This fixes the first of the three items Arron pointed out in
http://lists.w3.org/Archives/Public/public-css-testsuite/2011Sep/0042.html
and corresponds to Mozilla changes in
https://bugzilla.mozilla.org/show_bug.cgi?id=689319
